In an interview with Famitsu, Shenmue creator Yu Suzuki revealed that Shenmue III will not be at Tokyo Game Show 2017 and the only reason why it appeared at Gamescom 2017 was to announced their publishing deal with Deep Silver.
Suzuki stated..
Tokyo Game Show does not have an exhibition schedule this year. I think that full-scale promotion will be a little earlier. This Gamescom was exhibited because of the reveal that Deep Silver became a partner and that we can now advance game development more firmly
