Hawaii Proposes Four Legislated Bills Against Loot Boxes

Hawaii Democratic state representative Chris Lee has proposed four legislated bills against loot boxes in video games. Two of these bills will go to the Senate while the other two will go to the House of Representatives.

House Bill 2686 and Senate Bill 3024 would prohibit the sale of video games containing randomized rewards, or a virtual item that can be redeemed to receive a randomized reward, to consumers under the age of 21.

House Bill 2727 and Senate Bill 3025 would require publishers to disclose requirements and probability rates for all games that incorporate loot boxes. The same bill would also require all games containing loot boxes to come with the following label..

“Warning: contains in-game purchases and gambling-like mechanisms which may be harmful or addictive”.

Lee went as far to say that more than half of US states are considering some legislation on the issue. Telling the Hawaii Tribune Herald

“If enough of the market reacts, the industry would have to respond and change its practices,”
